When I was adding the details on what criteria supplemental images need to meet I noticed this line in the intro: "You may include the image in an article, so long as you include the {{unapproved|Image name}} template." I don't think that is what we generally enforce, nor do I think it is what we should enforce; it would be rather annoying to have to go and extract unapproved images form articles after a failed vote.
