After Starfleet forces discovered the cruel treatment of the native Morali by the local Orions, the Federation occupied the world and established a Starfleet-administered military government to temporarily oversee affairs. In the late 23rd century, Commodore Milton Ashe led this government. They aimed to create a more humane government and protect the Morali from Orion exploitation.
