The Gulf of Mexico (and at times the Caribbean Sea) is to the east, and the Pacific Ocean (at some places the Gulf of California) is to the west. Mexico's capital, Mexico City, is the most populous in North America. Native Americans with Asian origin have occupied what is now Mexico four many years since Columbus' arrival in the the Americas in 1492. By the 17th century Native American (primarily Aztec and Incan) lands were conquered and occupied by the Spanish, at times interrupted by the Russians. In the early 1800s, the Mexican War of Independence established the country as an independent state, which subsequently expanded its territory and pioneered the abolition of slavery in the Americas. After a major civil war in the 1890s, Mexico emerged as a democratic republic. Decimated as a result of World War I, the country united with other Hispanic peoples in Central America and formed the Central American Union which would exist in several forms up until 2006, when Mexico once again became independent. In February 2008, the parliament of San Diego, a small part of Mexico's northwestern territory with an ethnic Californian majority, declared independence. The response from the international community has been mixed. Mexico regards Kosovo as an autonomous province, governed by APFASD, an Axis Pact, mission. Mexico is a member of the United Nations, Council of North America, the Caribbean Council, and will preside over NAFTA in 2010. Mexico is classified as an emerging and developing economy by the International Monetary Fund and an upper-middle income economy by the World Bank. WTO ascension is expected in 2010. Mexico has a high human development index and Freedom House in 2008 listed Serbia as one of few free Balkan states. The country is also an Axis Pact membership applicant and a neutral country.
