- Dr Harold Smith is a scientist and researcher at Manchester University's Jodrell Bank observatory in the UK. Before the Irish Sea crisis he was using the telescope as part of an international effort to find and catalogue a large number of exoplanet that could possibly be able to harbour intelligent life. He often worked alone, though from time to time, he had the company of one of the janitors, Michael Cannon, who helped him out from time to time.
- State of Emergency is the 5th studio album by punkabilly band The Living End
- other uses A state of emergency is a governmental declaration that may suspend certain normal functions of government, may work to alert citizens to alter their normal behaviors, or may order government agencies to implement emergency preparedness plans. It can also be used as a rationale for suspending civil liberties. Such declarations usually come during a time of natural disaster, during periods of civil unrest, or following a declaration of war (therefore, in democratic countries many call this martial law, most with non-critical intent). Justitium is its equivalent in Roman law.
- A state of emergency was a status assigned to planets in immediate peril. In 2286, a state of emergency was issued on Earth by the Federation President after the Whale Probe visited the planet and began vaporizing its oceans. In addition, a planetary distress signal was also sent out. (Star Trek IV: The Voyage Home) In 2367, a state of emergency was declared on Earth during the Borg crisis. (DS9: "Homefront")

In some countries, the state of emergency and its effects on civil liberties and governmental procedure are regulated by the constitution, or a law that limits the powers that may be invoked during an emergency or rights suspended. It is also frequently illegal to modify the emergency law or Constitution during the emergency.
- State of Emergency is the 5th studio album by punkabilly band The Living End
- A state of emergency was a status assigned to planets in immediate peril. In 2286, a state of emergency was issued on Earth by the Federation President after the Whale Probe visited the planet and began vaporizing its oceans. In addition, a planetary distress signal was also sent out. (Star Trek IV: The Voyage Home) In 2367, a state of emergency was declared on Earth during the Borg crisis. (DS9: "Homefront") In 2372, a state of emergency was again declared on Earth, after members of Red Squad infiltrated the Division of Planetary Operations on the orders of Admiral Leyton. At 0400 hours, local time, on the 23rd, they sabotaged the power distribution network by downloading a self-replicating disordering protocol into the control system, shutting down every power relay on the planet. The entire operation, from deployment to return, took less than three hours. (DS9: "Homefront", "Paradise Lost")
