When they try to run, or walk for that matter, their shoes slip on the ground and they end up going nowhere, like what is commonly seen in cartoons. This also affects animals, even though they don't wear shoes. This powerup is a bit different in Carmageddon. As its name indicates, it makes it so that the pedestrians' shoes get glued to the ground. This is still the same powerup as pedestrians with greased shoes because the effects are the same, not to mention that their animations when "glued" to the ground are still their running animations, so greased shoes would make more sense. If they were really glued, they wouldn't be animated.
