Second Echelon was a branch of the NSA that focused entirely on the new breed of high-tech communications technology that evolved after the Cold War. Unfortunately, the immense volume of information combined with the accelerated pace of developing technology and encryption overwhelmed Second Echelon. NSA experienced its first system-wide crash on January 22, 2001. From February 3 to September 7, 2001, Dermot P. Brunton was consulted by the NSA on restructuring the network. After Second Echelon ended, the NSA created Third Echelon.
