It can be obtained when you catch all Pokémon in the National Pokédex. Mixed with the Masuda method makes getting a shiny makes it 8 times the normal rate, a 1 in 1024 chance. Event only Pokémon are not needed to obtain the shiny charm. The shiny charm is received from Professor Juniper in Nuvema Town in Generation V and from Professor Sycamore in Lumiose City in Gen VI once the National Pokédex is completed.
