The 2003 Dover 400 was a Winston Cup Series (now Sprint Cup) event held at Dover International Speedway on September 21, 2003. With new rules about racing back to the caution, the lucky dog rule took effect. Ryan Newman was one of the first to receive the award, did a tire change under caution and then went the final 106 laps in route to victory. Newman's ability to manipulate the lucky dog caused some outcries, for which the rule was later changed. Matt Kenseth finished the event in 9th place, holding a 436-point championship cushion on Kevin Harvick (4th). Stats
