Julie Watson was the wife of Navy Captain Mike Watson and the mother of blind piano player, Sandy Watson. She and Sandy were kidnapped by a former Petty Officer, Kyle Grayson and held hostage but while Sandy was eventually released, Julie was held for a lot longer. It's presumed that Grayson intended to kill Julie or use her as a human shield of some sort but Julie was saved when NCIS Special Agents Leroy Jethro Gibbs, Anthony DiNozzo and Caitlin Todd broke into the abandoned carriages and saved Julie while arresting Grayson.

However, things took a very devastating turn for Julie when she discovered that Mike had been the one responsible for the kidnapping in the first place and it's implied that after the whole scenario, unable to cope with her husband's betrayal, Julie took full custody of Sandy, divorced Mike and moved elsewhere.
