Prince Charming gave them to Sabrina in return for the Grimm's detective service. At that time, there were only two matchsticks left. Sabrina used the first to get the Everafters (with the exception of Rumpelstiltskin and The Big Bad Wolf) and the Grimms out of the school as it was being blown up by Rumpelstiltskin. She used the second to be sent to her parents.
