For him, Emma Duval and the others are merely obstacles in his way to Brooke. He doesn't care about Piper, neither romantically nor personally, and planned on murdering her after he'll kill Brooke in order to make sure there are no witnesses (like Mickey Altieri wanted to kill Mrs Loomis after she'll kill Sidney Prescott). Michael is as manipulative and treacherous as Piper.
