Palumbo was a lieutenant of Albert Marco who in 1927 in anticipation of Marco's eventual fall as king of the vice rackets began positioning himself and making moves to take over. Marco was eventually convicted and deported and Palumbo inherited Marco's gambling and liquor operations.
