The plan was a simple, Sun Tzu style policy, in that 'he who defends everything, defends nothing'. Though the plan was high risk, the idea was simple. Enlarging the existing UNSC sectors, each encompassing around 10 colonies. At each 'Command Centre' several fleets would be positioned with attached Marine expeditionary forces and a number of UNSC special forces. Due to the new high speeds capable of UNSC ships, speed of movement around colonies could increase exponentially, allowing fleets and troops to arrive at combat zones as soon as Brute forces arrive. Thanks to advance arrays of slipspace detection stations stationed in every colonized sector and the new high-speed Slipspace Optical Communication Arrays which allowed near instant communication between colonies, planets could be alarmed about incoming forces days before their arrival and alarm UNSC forces as soon as enemy forces are discovered. This meant UNSC forces could arrive anywhere between a day before or a day after the arrival of enemy forces, allowing them to leap to the defence of their world. 'High Risk' worlds would also possess a garrison and a number of battlegroups themselves. This would allow these worlds to 'hold until relieved' and enemy forces would be crushed by sheer weight of numbers. The plan called for the arrival of Navy and Marine forces, establishing a safe landing area for following Army forces for planetary defence. Though the Hadre-Karida Plan came under heavy fire during its inception, in 2580, with the resurgence of the Covenant Remnant, the plan was hailed as a brilliant tactic, allowing the UNSC to deftly defend those worlds coming under attack. However, the plan had difficulty in adapting to the sheer power of the Necros War war machine and by the time they had adapted the plan the forward FLEETCOM sector had already been swallowed by the Necros warmachine into what became known as the Manheim pocket. A small stretch of space about three sectors in size, with the FLEETCOM sector 13 command centre, Manheim, trapped at the centre, along with six UNSC fleets, a Marine Army Group and around 700 million civillians.
