- Pope Leo I, or Pope Saint Leo the Great (ca. 400-10 November 461), was pope from 29 September 440 to 10 November 461. He was an Italian aristocrat, and is the first pope of the Catholic Church to have been called the title "the Great". He is perhaps best known for having met Attila the Hun outside Rome in 452, persuading him to turn back from his invasion of Western Europe. He is also a Doctor of the Church.
- Pope Leo I is based on an Italian aristocrat and pope with the same name who is also known as Saint Leo the Great. In the game, Pope Leo is a unique monk whose stats and abilities are no different from those of Friar Tuck, other than having its own unique icon. Pope Leo is featured in the Fall of Rome scenario in the Attila the Hun campaign, where he appears at the end and talks to Attila privately in order to convince him to abandon his invasion of Italy.

Pope Leo I is represented by a Monk, but with better stats. Like other monks, Pope Leo I is affected by all upgrades that affect Monks, as well as any civilization bonuses that affect them. As with all heroes, Pope Leo I can self regenerate and cannot be converted. However, if Pope Leo I carries a relic, an unresolved glitch would turn it back to an ordinary Monk.
