The gamesmaster must decide if there is time for the babbling foreigner to make himself understood. Obviously, this will depend on what is being said. The GM then tests against the listening character's Int. A successful test indicates that the character has gained some inkling of what is being said, while a failed test means the character hasn't a clue. Depending on the result, you can reveal as much correct or incorrect information as you see fit. Success is never absolute except with very simple messages. If a test is failed by 40% or more, the GM may introduce confusion and misunderstanding. Did the foreigner really say to get knotted or was he simply pointing out that your shoelace is undone?
