At least one source claims that Palmeri, an immigrant from Castellammare del Golfo, Sicily, organized a Mafia family in the Buffalo-Niagara Falls region around 1908. Palmeri was reportedly a respected old-school Mafioso, who resided in Niagara Falls and later stepped down as boss of the Buffalo crime family in 1912 and settled into an advisory role, giving way for Giuseppe DiCarlo to become the new boss of the family.
