Carmine Falcone enlists his help in combatting Batman following Rupert Thorne's arrest. Strange says that he can make a complete psychological profile of Batman. He is later hired by the GCPD for this purpose. "Strange returns in the episode "Something Strange This Way Comes", where he makes an appearance on the talk show Gotham Tonight! where he is interviewed by Vicki Vale (who is standing in for Jack Ryder.) He claims that he's made a complete psychological profile of Batman and even knows his secret identity. During the episode "Underground Auction", Bruce Wayne is almost assassinated during a Wayne Enterprises press conference. Bruce becomes Batman and investigates the assassination attempt; this is revealed to be a trap engineered by Strange in order to capture Batman. Strange is successful in doing this and takes him to his hideout, where he confirms that he knows that Bruce Wayne and Batman are one in the same. He then invites the criminals and crime lords of Gotham's underworld and attempts to auction off Batman's true identity. However, this is interrupted when Rupert Thorne and his bodyguard, Waylon Jones, arrive. Thorne orders Jones to beat Strange until Strange tells him Batman's identity (and it is implied that Strange betrayed Thorne somehow by not releasing him from prison.) Strange refuses to tell Thorne his identity, and is apparenty killed by Jones. In the chaos, Batman escapes. However, Strange manages to survive, using yoga methods to slow his heartbeat down to an almost undetectable level. He calls Thorne and tells him that he "crossed the line." In his anger, Thorne fires Waylon Jones because of his failure to kill him. Strange soon takes advantage of the situation and hires Jones to work for him instead. Jones becomes the first test subject in Strange's "Project TITAN", where Strange uses an experimental compound codenamed "TITAN" to transform people into "Monster Men" - hulking behemoths with super strength and cannibalistic tendencies. Jones willingly decides to become a Monster Man, in hopes of gaining revenge of Thorne, just leaving him in an cannibalistic state, as he was already an mad man.
