Robert Royce (R-PA) is the senior Senator from Pennsylvania and U.S. Senate Majority Leader. He succeeded Jack Moseley to that position in 2003. In Bartlet's first term, he was a moderate Pennsylvania Member of Congress, who helped to prevent a veto override by Republicans to repeal the Estate ("Death") Tax, expressing his concern that the GOP had abandoned the "sensible center."
