Brierley Hill is a town in the Metropolitan Borough of Dudley, in the West Midlands. During the postwar period, Brierley Hill was a separate administrative entity to Dudley and was run by Brierley Hill Urban District Council. The council only embarked on one redevelopment project, the Chapel Street estate, but it was an intensive development with 15 tower blocks approved over 4 phases.
