Fromander IV was a planet near the Federation-Gorn border. Starfleet initially conducted long-range surveys of the planet in 2341 indicated the planet was class P (i.e. completely glaciated). However, these readings were later called into question, and a direct survey by the USS Enterprise-E in 2381 revealed Fromander IV, while in the midst of an ice age, did have a class M biosphere, and supported a number of lifeforms, including a green-haired animal similar to a bison.

Upon this discovery, Captain Jean-Luc Picard opined that Fromander IV would be a promising location to relocate refugees of the Borg Invasion of 2381. However, Admiral Robert DeSoto ordered the withdrawal from the planet following the news that the Gorn Hegemony had joined an alliance with five other powers called the Typhon Pact.
