- James has always been and forever will be a gentlemen. But don't cross swords with the man as it is surely a losing proposition. Wild-tempered but always well mannered he is no trouble when you remain on his better side... not so much if you anger him.
- Higgins was an Orbital Drop Shock Trooper in the UNSC Marine Corps. He was part of the 105th ODST Division, and participated in the Battle of Ariel in 2552 under the command of MSgt Frost.

- Corporal Higgins was a member of the US Military Police stationed at Hangar 51. He served under Sergeant Wycroft. When he, Wycroft, Private Mitchell and two other MPs were left on gate duty during the base's 24-hour lockdown, a bored Higgins, seeing some teenagers racing an army truck, bet his Sergeant that the truck would win. He lost the bet, though, when the teens in their hotrod outpaced the truck. It later turned out that the truck's occupants, supposedly an American army officer, "Colonel Truman" and his men, were actually Soviet Special Forces in disguise. They killed Higgins along with all the other MPs.
- Magistrate Higgins was the final word of law on Higgins' Moon, a small moon that had a primary export of high-quality mud, used for clay and in ceramic substances with numerous applications. He treated his workers, known as "mudders", harshly, almost as slaves, and handed out strict punishment to any who crossed him, as evidenced by the confinement cage in which he imprisoned Stitch Hessian after he and Jayne Cobb robbed him. When Cobb returned to Canton, Higgins freed Stitch and ordered him to kill Cobb to break the mudders' belief that Cobb was a hero.
