This is not possible if that ability did not already exist within them in the first place". Meaning that Sado was a Fullbringer to begin with and Hogyoku merely accelerated his development. Which if you think about it makes sense. Sado went from being able to do nothing to having an armoured arm in a very short period of time. Such accelerated development is not possible without a catalyst and in this case the catalyst was the Hogyoku.
