- The Council of Five is the highest authority in the Earth Kingdom military, and oversees the country's entire war effort against the Fire Nation. The council is headed by General How, the commanding officer of the military. Among the council members is General Sung, who defends Ba Sing Se's Outer Wall from attack. The other three generals were briefly seen, but weren't named.
- Members of the Council are appointed or dismissed by the Chief Judge.
- The Council of Five is the parliament of Freezeland. It has three elected representatives, one from Snowbourne, one from Northfold, and one from Midland. - The Council of Five has existed for as long as there has been a king in Ba Sing Se, and they work hand in hand with the king to protect the city. However, near the end of the Hundred Year War, Grand Secretariat Long Feng held the true power over the country through his use of the elite Dai Li forces, and the Council members were forced to answer to him. The Council worked in secrecy and hid the fact that there was a war from the Earth King. They showed Long Feng all of their war plans and attacks for approval before carrying them out on the battlefield. However, after Avatar Aang and his friends exposed Long Feng's conspiracy to the Earth King, the Council resumed their regular duties and loyalties to the Earth King.
- The Council of Five is the leadership of the Illuminati, being the predecessor of Majestic 12's later Council of Twelve. Its members are composed of nobles, the affluent, and business magnates who have a lot of influence in world events, progress, and economy. As of 2029, the council consists of the following five members: A young Bob Page acts as a protegé to Morgan Everett around this time and can be seen with him in the council.
- The Council of Five is a legislature and court in the Judge Dredd comic strip appearing in 2000 AD. It first appeared in 2000 AD prog 86 (1978), when it was said to simply be a court for senior judges: "a council of five." When it appeared again in prog 182 (1980), it was then said to be the governing body of Mega-City One. The Council is the highest lawmaking body of Mega-City One and has sovereign power. It is also the court which tries Mega-City judges who are accused of breaking the law. A unanimous verdict is required to convict.
