He grew to respect Drew and her opinions very much, and was disappointed when she left S.H.I.E.L.D. and he had to be transferred to the Antarctic base. When the Superhuman Registration Act went into effect, Tobias was one of the many S.H.I.E.L.D. agents to defect to the Anti-Registration side; when he heard that Spider-Woman chose the Anti-Registration, he almost immediately jumped ship to join White Star and once again worked as a subordinate to Spider-Woman, which he more than lived up to, saving her from incarceration several times.
