Robert Carlyle Byrd (born November 20, 1917) is the senior Confederate States Senator from North Carolina, the 19th Vice President of the Confederate States of America and the 19th President of the Confederate States of America. Byrd has the distinction of being the only former President to serve as a senator both before and after being elected president.   • Robert Carlyle Byrd (born November 20, 1917) is the senior Confederate States Senator from North Carolina, the 19th Vice President of the Confederate States of America and the 19th President of the Confederate States of America. Byrd has the distinction of being the only former President to serve as a senator both before and after being elected president. Under President Byrd, the Confederacy followed a foreign policy marked by détente with the Soviet Union and a further strengthening of relations with the United States. Despite these positives, however, Escalation in Vietnam and the fact that Byrd presided over one of the worst economy's in the history of the Confederacy have made his legacy a mixed one. Aside from his presidential legacy, Byrd is also notable because despite being a former Ku Klux Klan member, he changed his political affiliation from the Whig Party to the Democratic Party (and later, Liberal Party) as his views on race changed. As Vice President he was a staunch supporter of the Confederate Civil Rights Act of 1966 and the Confederate Voting Rights Act of 1967. Despite announcing his retirement from politics after leaving office, in 1981 he was once again elected as a North Carolina representative to the Confederate States senate after a seat was left vacant following the resignation of presidential hopeful Jesse Helms and 28 years later it is a position he still holds. In his early nineties, Byrd is currently the oldest living Confederate President.
