Congressman Noone is a politician from New Iberia, Louisiana. In 1973, he traveled to Saigon on a fact-finding visit, and was escorted by William Meadows, who was also from New Iberia. Noone later wrote a letter of thanks to Meadows for his assistance, and the letter mentioned Meadows' commanding officer, Lt. John Rourke. The letter was included in Meadows' complete military file which was mailed to Harry Bosch from the U.S. Armed Services Records Archive in St. Louis, MO. This letter was not included in the file that Rourke had previously given to Wish to pass along to Bosch. It was the discovery of this letter that allowed Harry Bosch to connect Rourke with the murder of Meadows.
