Ree-kai-seer was an oppressive warlord in the Outer Rim Territories. During the years prior to the Great Territorial War, Ree-kai-seer became more aggressive than he ever had been before on numerous planets. He was able to use a large number of weapons, the majority of which he received from Raski the Hutt on Nar Shaddaa. The Jedi Order felt that he needed to be stopped, so the High Council ordered Ussej Padric Bac, Damien Nightblade and Remer Ather to track him down and arrest him.

During the years prior to the Great Territorial War, Ree-kai-seer became more aggressive than he ever had been before on numerous planets. He was able to use a large number of weapons, the majority of which he received from Raski the Hutt on Nar Shaddaa. The Jedi Order felt that he needed to be stopped, so the High Council ordered Ussej Padric Bac, Damien Nightblade and Remer Ather to track him down and arrest him. Using their negotiating skills, such as threatening to reveal to the Galactic Senate what Raski was doing on Nar Shaddaa, the Jedi were able to convince Raski to stop selling the illegal weapons to Ree-kai-seer. However, Raski told them that although he sold the weapons, he did not make them. For that, the three Jedi traveled to Tatooine and were forced to track down an illegal arms manufacturing company called Sarlaac Arms. The Jedi found their base hidden deep within a cave in the eastern most area of the Dune Sea. The Jedi were able to shut down the operation and convinced Czerka Corporation to arrest the employees. When they made their way through Mos Espa, Ree-kai-seer encountered the Jedi and was forced to flee, though they chased him through the streets. When he encountered a dead end he put up a fight, but the Jedi were able to arrest him. Shortly thereafter, they brought him to Coruscant where the Galactic Senate charged him with numerous counts of terrorism, murder and sentient right violations.
