The First Confederation Congress was a convention of delegates from twelve of the thirteen Imperial systems that met on September 5, 0 BBY, at Carpenters' Hall in Theed, Naboo, early in the Confederate Revolution and shortly before the destruction of the Death Star. Called in response to the passage of the Coercive Acts (also known as Intolerable Acts by the Outer Rim) by the Emperor and the Imperial Senate, the Congress was attended by 56 members appointed by the legislatures of twelve of the Thirteen Systems, the exception being the Tatooine, which did not send delegates because of an incident of clone stormtroopers. At the time, Tatooine was considered a convict system because of its high crime rate, including Jabba the Hutt's criminal empire, and was not taken into consideration in the systems. The Congress met briefly to consider options, including an economic boycott of Imperial trade; publishing a list of rights and grievances; and petitioning Emperor Palpatine for redress of those grievances. The Congress also called for another Confederation Congress in the event that their petition was unsuccessful in halting enforcement of the Intolerable Acts. Their appeal to the throne had no effect, and so the Second Confederation Congress was convened the following year to organize the defense of the systems at the onset of the War of Secession. The delegates also urged each system to set up and train its own militia.
