A character's starting stat distribution is called an Innate Characteristic. Each of the default Power Frameworks comes with one and the stats are displayed to you when choosing a framework. If you create a custom framework you're able to choose your Innate Characteristic. You will also have the option to choose The Hero, which is a jack of all trades stat distribution which doesn't come with any of the default frameworks. Unlike a Characteristic Focus, the stats from your Innate Characteristic do not increase as you level up.
