Raymond Vaughn was a detective with the Los Angeles Police Department, and the partner of Harry Bosch in the early 1980s. He is the inspiration for Bosch's credo that "Everybody counts or nobody counts," having once told Harry that of all of the deaths he had ever investigated, "every one of them counted."
