Ryūishi (りゅういし, lit. Dragonstone) is a powerful City-state situated in the southern reaches of the Soul Society, approximately two days away by carriage from Seireitei and the surrounding Rukongai area. While very similar culturally to Seireitei, Ryūishi is more advanced technologically, and more importantly, the standard of living is higher for all classes as typical souls are not simply relegated to outlying districts and upward mobility is a reality. Its' military is one of exceptional might, with a large emphasis put on the mastery of kidō.

Though the government is not outwardly tyrannical, it goes to extreme lengths to suppress those that voice opposition to their policies. This has prompted the formation of an underground resistance with its' own share of skilled fighters; in response, the government has set up it's own accommodations for those they manage to capture. Ryūishi has been nicknamed the Land of Lights (あかり の くに, Akari no Kuni) for its' glimmering urban landscape.
