The construction of the prototype ship almost never happened; it got attacked by Rebel Forces at Borussh right after construction and was sent back to Kuat Drive Yards for repair. The ship's cost was enormously expensive so it took a long time to construct. All the items and crew used on the construction of Devastator-Class ships made it the one of the most expensive ships of the Galactic Empire.
