This is uncertain. Within the three games provided, the only information gathered in general suggests more bombs fell on the east coast and the capital area, while the wind caused the nuclear fallout to drift to the western and southern most points of the United States. The player only has a view of the destruction of the United States, however, with Tenpenny in Fallout 3 one can assume that some of Europe is not totally destroyed. With all of the information provided, China is most likely in worse shape than the United States, as if almost completely destroyed. Because of China's geography to the United States' allies, most of Europe and Asia would have also been decimated. Africa may not been affected as severely, however, as one can assume their economy does not support nuclear weapons.

In Fallout Bible VI, it was discussed that the fate of rest of the world is in the mind of the player. However, we all know that if atleast one world power remained, two hundred years wouldn't have gone by with no attempt to rebuild. Sadly, this is true when things have remained untouched.
