While the term "Fusil" was used in many European nations to refer to firearms of any sort, by the 19th century the term "Fusilier" was used mostly to denote "line infantry" on the Continent — the sort of units which would be expected to close in and form the schwerpunkt of the main force. In contrast, the first instance of any infantry units named Fusiliers in the United Kingdom came with the introduction of the Royal Fusiliers who were actually expected to function as escorts to artillery units. Perhaps it is this unit which inspired the unit of the same name in Rise of Nations.
