| - The Zartans were a reptilian species native to the planet Zarta. They resembled multi-colored frilled lizards but were humanoid in size and body structure. When alarmed, they would raise the frills around their necks just like regular frilled lizards. Since Zartans were at least semi-carnivorous, they had sharp teeth and talon-like claws, which gave them an edge in close combat. There had been two Zartan Jedi: Grishnak and his granddaughter, Zeferi. Zartans usually lived to be about 250-300 years of age, but it was unknown how old Grishnak was when he died in 0 ABY. Zeferi was thought to be the last remaining Zartan, as the species' homeworld was destroyed by the Empire.
- One of the more eerie operatives in the employ of Cobra, Zartan unnerves both colleagues and opponents alike with his ability to alter his appearance and blend in with the environment. As a master of disguise, he has employed both practical and technological means of deceit, utilizing makeup and holographics. In addition to disguise, he is an expert in ventriloquism, a versatile linguist and escape artist. Zartan is a difficult man to capture and hold as he has shown to be proficient in several martial arts, some of which are believed to be derived from ninja. Cunning and intelligent, Zartan is the complete opposite of the band of biker miscreants he leads, the Dreadnoks who tend to rely on brute force.

In the cartoon, his disguise techniques are all masks, make-up and vocal impersonating techniques. Zartan is also initially able to change the color of his skin to perfectly blend in with his background. Zartan's camouflage abilities are negated by the sun, causing his skin to turn blue (much like his action figure), and weakening him significantly. However, both aspects were dropped almost immediately after the first season began. "Countdown For Zartan" was the last episode to showcase this particular ability. Zartan appeared throughout season one of the cartoon, and was one of the few Cobra characters to carry over to season two, along with Cobra Commander, Baroness and Destro. In the second season of G.I. Joe, he expanded the Dreadnoks to include his younger siblings, Zarana and Zandar, as well as Monkeywrench and Thrasher. The Zartan of the cartoon had a rivalry with Destro, who considered Zartan a petty criminal. He was also a more cowardly character, often fleeing battle when things turned against him. His loyalty usually lay with Cobra Commander, even after Serpentor took control of Cobra. Zartan also helped Cobra replace people with Synthoids in one episode.
