The Motion-Sensing Mines were mines placed around the 'battlefield' of rocks and squirels near the rocket silo on Todano. When an enemy or object came near it, the mine would rise up releasing a wave of energy around the mine. When the mine released its energy the bottom would disconnect and the top would fly off. It was also used to trick Mutant Test-Squirrels into a certain death, as the squirels themselves would walk by it and die.
