Robert Peters is the Commander/C.O of the Philadelphia, a submarine associated with the United States Navy who appeared in the episode, Sub Rosa (episode). Like many people during the investigation, Peters refused to believe that an impostor had gotten onto the submarine but was later shocked when it was revealed that Travis/Petty Officer Drew had attempted to upload sarin gas into the ship's air systems. After that, he later developed a strong respect for Leroy Jethro Gibbs and Caitlin Todd and as such, was presumably extremely grateful to them for stopping the attack.
