Hoxie is the warden of Butcher Bay Correctional Facility. He is introduced in the opening scenes of the Chronicles of Riddick: Escape from Butcher Bay. It is implied by Hoxie's initial encounter with Johns that the men have had a previous history together and that Riddick will "cover what Johns owes him". Hoxie takes a lot of pride in having Riddick in his prison but soon realizes that Riddick is more trouble than he's worth and subsequently tries to put Riddick in Cryosleep. Hoxie is, in the end, killed by Riddick who ties him to a chair and dresses him up as he was himself just moments before and Hoxie is shot by his own guards thinking that he is Riddick.

Eventually, Gallo, a Gungan boss who was uniting the tribes against Rogoe, heard about Hoxie's kidnapping from a villager living in Otoh Raban. In order to gain the city's allegiance, Gallo rescued Hoxie from the prison camp, and Otoh Raban contributed more troops to Gallo's Grand Army.
