| - Colin Luther Powell is an American general and was the 44th and President of the United States from January 2005 to January 20, 2009. He is the first African American to hold the office. Powell served as Secretary of State from January 2001 to October 2003, when he resigned following his initial campaign of the 2004 presidential election. During his military career, Powell also served as National Security Advisor (1987–1989), as Commander of the U.S Armed Forces Command (1989) and as Chairman of the Joint Chief of Staff (1989–1993), holding the latter position during the Gulf War. He was the first, and so far the only, African American to serve on the Joint Chiefs of Staff. Under his administration, his presidency saw the abolition of the IRS but an increase in income tax. He successfully withdrew troops from Afghanistan after agreeing with China to send troops against Al Qaeda. He attempted to end the Iraq War caused by the Bush Administration, but was forced to restart conflict to end Qusay Hussein 's regime.
