Julian Richelieu is a black mage who worked for the Clergy of Mardük until he defected during the Great War. He has a troubled past, and many still remember him as the right-hand man of Zarnagon from the war years. He is currently a member of the Council of Mages in the Magicracy of Alent and tries to make up for his past mistakes although he hasn't forgotten the clergy's teachings completely. He is willing to do whatever it takes to save the world from the forces that threaten it, even if it means going against the orders of his fellow mages as well as his superior Jemuel.

- Peri, who was just getting oriented to 17th century France, tried to assert that Cardinal Richelieu was a villain, but the Doctor vigorously disputed the point, saying that "[Alexandre] Dumas ha[d] a lot to answer for". - Richelieu has a pale skin, a very long, light blonde wavy hair and a swept bangs along with a small piece of hair hanging between her eyes. Her eyes were (supposed to be) light grey and sometimes has a bit of greenish color. Richelieu also has two moles on her face, which is located under her left eye and under her lips. Her appearance bears a striking resemblance to Commandant Teste due to her hair and wearing French Navy beret.

Over 200 years after his death, Alexander Dumas made Richelieu into a villain in his book The Three Musketeers.
