Ivory Chancellor was the Colonial counterpart of the Imperial Chancellor. He guided all court proceedings in the Ivory Court in the absence of the Imperial Governor of the Colonies. In 1198 the position was created by the second Governor, Otomo Suikihime, who eventually appointed as chancellors her two younger brothers, Otomo Takama and Otomo Moritaka.
