Administrators and bureaucrats are a necessary part of the structure of a wiki, and new ones need to be added on occasion to keep up with wiki growth and user turnover. Frequent contributors can still do most of their jobs even without sysop privileges. In addition, regular users can work in coordination with administrators to achieve tasks they aren't able to do. For example, several users can look for pages that need protection, report back to a sysop with the page name and length and level of protection recommended, and then the sysop can then go apply the protection to all of the pages.
