The Dragon Emperor (also known as the Celestial Dragon Emperor[1a][1b]) is the ruler of the empire of Cathay, the largest human nation in the world. The Dragon Emperor is said to be immortal[1a], but the names of several different Emperors are known. Some believe that he is an actual Dragon in the form of a man[1b].

- The Dragon Emperor is both a person and a diety. The nation of Xi'ji So Yei is ruled over by the Dragon Emperor who comes from a divine dynsaty of crystal landers who are said to "have the blood of the primordial dragons flowing through their viens".
- The Dragon Emperor is one of the three main villains from Seiken Densetsu 3, along with the Masked Mage and the Dark Prince. He serves as the main villain and final boss in Duran and Angela's storylines. His goal is the same as the other villains: steal the power of the Sword of Mana, release the eight God Beasts, and take their powers as well and become a god. His intent afterwords is to create a world of suffering and chaos. He spends most of the game in a humanoid form. His true form is a traditional dragon, and is by far the largest boss in the game - it is so large that his whole body isn't even seen on screen.

He is an incredibly powerful demonic dragon who wants to overthrow the Mana Goddess and take her place. In Seiken Densetsu 3, he attempts to release the eight dreadful God Beasts and use their power, but ends up destroyed. He returns in Legend of Mana (in which his name is revealed to be Drakonis (Tiamat in the original Japanese version), and threatens the world of Fa'Diel from beyond the grave, as he took over the Underworld of Mavolia (the Mana counterpart of Hell) and attempts to return to the Overworld to take it over.

In Legend of Mana he reappears with his name being revealed as Drakonis ruler of Mavolia and is fought again.
