It originally intended to include 196 new MPs of the Allied Humanists, but the government decided not to trust them. Instead of reassigning the 196 seats to the rest of the parties, the special committee settled with 403 members. From the 403 members, 261 voted to elect Richard Orman, the incumbent Trade & Industry minister, as President; 1 member voted against and the remaining 141 abstained.
