A typical area has a Layden Field of approximately 0, with insignificant fluctuations due to naturally occuring events that demand strong physics (such as a tectonic fault, or an area where tornados commonly occur), or that have strong natural concentrations of mana (such as being on a ley line). A Layden Field of ~0 is called neutral, and depending on local Layden Actors (things that modify the local field), a Layden Field can vary from -5 to +5, in steps of .5, although the extremes of -5 and +5 are purely mathematical conjecture. 4.5 in either direction are the strongest observed Layden Fields.
