Scintillating garments were first enchanted in the ancient Thassilonian realm of Eurythnia. When worn, the wearer can decide whether the garment appears as a form-fitting tunic, or stylish, low-cut dress. In either case the garment appears to be translucent, giving the onlooker glimpses of the wearer's body and skin color, without being obviously revealing. This has the ability to make any weak-willed observer more disposed to like him or her. This effect is not passive, and only works if the wearer is actively trying to influence or persuade the onlooker.
