| - The Honourable William Franklin Carraway is the Member of Parliament for Saint John. He is currently serving with the Liberal Party of Canada and serves as Minister of Oceans and Fisheries, Minister of National Health and Welfare and Postmaster General. He was born in Fredericton, New Brunswick and attended Fredericton High School after which he attended the University of New Brunswick where he attained his Bachelor of Arts, majoring in Political Science and Economics. He then attended University of New Brunswick Law School where he received his degree in law and began to practice law in Saint John, New Brunswick as a criminal prosecutor. In 1961, Carraway was named a judge on the Provincial Court of Appeals for New Brunswick and worked in that capacity until 1971 when he retired from the bench and began working with the Progressive Conservative Party. He was elected to the Parliament as the MP for Saint John in 1973. In 1979, he was named Minister of National Revenue, Minister of Industry, Trade and Commerce and Minister of State for Economic Development. After a great degree of disagreement of Prime Minister Edward Creaghan's handling of the cabinet, Carraway announced his resignation from the party and the cabinet and joined ranks with the Liberal Party, joining Member of Parliament Charles Berthier as a defector. This defection helped caused the widely discussed Constitutional Crisis of 1979.
