I don't really expect this to be passed or know if it will be taken seriously, but recently I've lurked through quite a few users pages and been nearly disgusted at some of the discussions that were ongoing. Figured I'd try and see if anyone else cared. If anyone takes it seriously, i can provide links to user pages where i think that this would apply, as well as some where i think it wouldn't. However, I don't think that implementing it will ultimately be very effective. It is impossible to legislate a society into behaving a certain way. No matter how strict your rules and laws may be, you cannot order meaningful social change. Consider the case of illegal drug use. My government, and likely most of yours', have passed legislature outlawing drugs like cocaine, heroin, methamphetamines etc. Nonetheless, drug use is popularized, tied to rebellion, and made cool in popular culture. Consider the Sex Pistols, Kurt Cobain, Jimi Hendrix, Snoop Dogg and just about any other US and Euro music artist that has a youthful target audience. Amongst the non-famous of us, illegal drug use is common, even flaunted.
