Hurricane Rachel was the 17th named storm of the 2016 Atlantic Hurricane Season and was also the strongest and most devastating of the year. Rachel formed from a stationary low pressure system in the Caribbean. In their report the NHC noted the small possibility of Tropical Cyclone genesis within the next 2 days. The low continued to get more organized over the coming days and the NHC now noted the possibility of a catastrophic disaster, but noted that there was a very slim chance of that happening and said most likely a tropical storm would form and quickly dissipate. The Low would get organized enough to become, Tropical Depression Nineteen and was expected to dissipate quickly.
