Nations enter the war in accordance to a fixed schedule. Note that this scenario could easily be played on any map by adjusting the territories controlled. * 1. The game is free deployment. Allied units are deployed before Axis. Ships must deployed adjacent to friendly areas. You must try to place at least 1 ground unit in each starting area. * 2. Every nation activates on a specified turn. Before activation it can't attack or be attacked. No builds or income until activated. * 3. Some nations are minor powers. They join the appropriate major power at activation. Their money is received by the major power at the end of the major power's turn, even if the minor power was overrun. * 4. Chinese infantry have an attack strength of 0 and a defense strength of 1. They can be supported by artillery. * 5. China can only build 1 artillery per turn, only if the Burma Road is open. Otherwise, they only build infantry. Chinese can only build 1 unit per area and can't build in newly captured areas. * 6. 13 victory cities to win. If by end of turn 14, neither side has won, the game is a draw. * 7. Japan is initially at war only with China. Japan can't move sea units adjacent to the territories of the other allies (active or inactive) until turn 5 and vice versa. Japanese & Soviet units can't enter each other's territories until turn 12. Other allies can move into Chinese-controlled territory and participate in defense. * 8.
